Framework agreement for the purchase of lawyer services
Lot number 1
The objective of the procurement is to enter into a framework agreement with one tenderer per sub-contract for lawyer services for participating municipalities. The framework agreement is divided into three sub-contracts: Sub-contract 1: Privacy policy Sub-contract 2: Child protection Sub-contract 3: Contracts and procurements* See annex 10a-c requirement specifications for further information. *Please note that the contracting authority is planning to hold a separate competition (probably a framework agreement or dynamic purchasing system) for assistance/services in connection with practical procurement implementation during 2027. This part of sub-contract 3 will expire when such a new contract is initiated.
Description of the award criteria :
1) Hourly rates shall be offered for lawyers and for junior resource for the (or those) sub-contracts for which tenders are submitted. The lawyer shall be the municipality's the main resource and point of contact. There are minimum 5 requirements for lawyers. years of relevant work experience. There are requirements for a Masters degree in law and a minimum of 1 year relevant. work experience. Real hourly rates shall be offered. 2) Under this criteria, an assessment will be given on how well the offered competence corresponds to the requirement specifications for the relevant sub-contract. With the offered competence means competence and experience for the lawyer offered for execution of each sub-contract. A positive account will be given for: - education and professional specialisation. within the legal field/discipline that is in the requirement specifications. - experience with the concrete the work tasks described in requirement specifications - experience from similar assignments for the public/municipal sector** - relevant additional competence, which courses, certifications or publications within the discipline.
